- Fry onion, bell peppers, jalapeno, corn and green chilis in oil
- Meanwhile melt butter in another dish, add flour and keep mixing to make smooth roux
- Add 1 cup half and half to roux and mix well until it thickens to a paste
- Add remaining half and half to vegetables and reduce heat
- Add salt, pepper, cayenne and mustard to vegetables, adjust to taste
- Add macaroni, roux, milk (if needed) and cheddar cheese
- Mix until well combined
- Transfer to baking dish, top with mozarella and Colby Jack cheese
- Roast breadcrumbs with chopped parsley for a few minutes
- Sprinkle breadcrumbs mixture and bake at 350 F for 20-30 minutes
