Method:
- Toss ginger, garlic, and 1/2 green onion in a large bowl
- Heat oil to shimmer and pour over green onions. let sit for 5 minutes
- Add remaining green onion, vinegar, soy sauce, salt, pepper, sugar, and sesame oil
- Let sit for at least 15 minutes
- Cook ramen in boiling water (add salt to water)
- Toss with green onion mix. Garnish with sesame seeds and serve with chili oil
